My wife is from El Salvador and she has been here majority or her life if she has a social secerity card does that mean she needs a work visa?

The fact of having a SSN doesn't mean that she is in the country legally. How and when did she come to USA? What status her family/parents had applied for in the past? What applications they filed? Did they get any status approved by INS or USCIS? Are you a US citizen?
If she is in the country illegally she is not eligible for a work visa. She might be eligible for a work permit (not visa) if she has a valid non-immigrant status or eligible for adjustment of status. However, she has to establish what is her current status and what are her eligibility.
