who is liable if some one parked there car beside mine and it caught on fire in a public parking lot

This question is kinda vague. If the car next to yours catchs fire - who really cares, as long as it didn't catch your car on fire. If you mean the car parked next to yours caught on fire and it caused your car to catch fire then it would depend on how the car next to your caught on fire. If it was arson, then the arsonist would be responsible, if it was dur to some negligence on behalf of the owner of the other car or perhaps the parking lot then they may be repsectively responsible, if it was an 'act of god' your usually outta luck.
