Can you be required by law to pay old debt from credit cards 15 years old when you refinance your home

It depends. But ultimately a lender can put any requirement they want on giving a loan. If they chose to add this requirement, you simply go to another lender.

Also, if this is a judgment, then all lenders will require it to be taken care of in some manner.
