I apply for a loan, Is it legal that bank asks the closing agent add other people's names onto my loan?

I don't understand the question. You should seek the advice of a real estate attorney before signing any loan documents. In fact, you should insist that you hire your own attorney to do the closing. There is no reason to use the bank's recommended settlement agents - they often make errors and usually they charge more than attorneys (unless the bank is paying the closing fees).

I have seen too many instances where things were done that were not adequately explained to the borrower.
