Improper Venue Defense

A civil action is filed in East Cleveland Muni Court but neither the Plain. or Def. reside in East Cleveland. The Def resides in Cleveland. Both Cleveland and East Cleveland are located in the same county but each maintains separate Muni Courts. Is Improper Venue applicable?

Improper venue could be a valid defense which should be raised at the very beginning of the case. However, venue could also occur where the object of the case is such as real estate or where the contract or agreement was signed.
