Can they refuse payment?

Hello, I sent in a payment to a collection agentcy of 20.00. Which that is all we can give at this time. Well the agent called wanting to know what he is suppose to do with it,I told him then We are not able to pay any thing higher.He then got real nasty with me and said that he will do what he has to to get more money. We are doing the best we can. Can he refuse are payment like that? And what can I do to get this man to leave us alone as long as we are trying to send him money even if it is only 20.00 a month,seems to me that they can not do this legally. Thank you.--

SHOULD THEY DESIRE TO REFUSE PAYMENT THEY CAN DO SO. FURTHER THEY CAN TAKE WHAT STEPS THEY DESIRE TO COLLECT AS MUCH AS POSSIBLE INCLUDING BUT NOT LIMITED TO ATTACHING BANK ACCOUNTS(ONCE A JUDGMENT IS OBTAINED) SORRY FOR THE BAD NEWS
