USPS as an intermediary/agent for debt collection

If a postal money order or certified check made payable to a specific credit company is sent via certified mail, does the US Post Service, in accepting both the item and a service fee for delivering the item, act as an intermediary or agent for the credit company? And, as such, can the postmarked date be considered the date of payment?

Date of payment depends on terms established by the collector. The postal service guarantees nothing.
