Any unpaid bills will need to be paid out of her probate estate (assets that are in her name alone). If those assets are not sufficient then those bills will not be paid and her estate will be considered insolvent. If any of her debts are secured (mortgages or car liens) those assets willl need to be sold to pay off those debts.
Her children will not be liable unless they have agreed to pay the debts.
