Is the wife of a recently deceased individual reponsible for th deceased personal bills?ie. cell phone, doctors bill etc.

The answer to your question depends on the type of bills and the type of property the husband owned at his death. It also depends on whether the wife agreed to the payment. There is some authority in Ohio that spouse's are responsbile for each others medicial bills.
I would recommend you consult with an attorney who can advise you accordingly.
