Rights to get text messages from cell phone

If you are the account owner on a cell phone, but there are two phones on the account one in the account owner the other in another family member. Why can't the account owner get a copy of the text messages made on all phone under the plan??

To legally record a conversation, you must be a party to that conversation. They have a good reason to refuse your request.
