Spouse lied about money asset

My friend's ex-wife did not give accurate numbers on a bank account. They have been divorced since 1998. There apparently was thousand's of dollars in the account- not a loss as she stated. They went with a disolution. Is there anything he can do, or is it to late? He did pay her a settlement due to her statement of the loss in the account.

In can re-open the case (post-decree motion) on the basis of fraud.
