I cannot tell if this applies to Ky or Ohio law. In Kentucky, giving birth does not emancipate a 16 year old, so moving out without parent's consent is a no no. Unless there has been some kind of court order, though, the baby is the teens' and she can go out with the baby. However, there are obviously a whole set of concerns and facts not listed in this question.
