if a civil suit is filed in a county that i dont live in is it grounds for dismissal

It probably isn't grounds for dismissal but could be grounds for change of venue. However, if the events that gave rise to the lawsuit occurred in the county where the suit was filed, then venue may be appropriate in that county. As stated above, you can file a motion for change of venue.
