Case is pending too long without reasons

My wife had interview for residence card,then until now her case is pending over a year without any reasons, and howlong, I call INS and ask them many time, but they only said that the case is pending,

I want to take my case to the law, and need your help,

Please show my step by step what can i do to file a complain to the court, I cannot wait any longer about my case, I am low income and cannot afford for lowyer,

Please help me to file any document to give to the court,

If you were told my immigration services that your case is pending because the FBI background check has not yet been completed, then there is really nothing more you should do right now. Immigration will not ask the FBI to speed things up, and many people like yourselves have been waiting for their FBI clearance for even longer than one year.
