im a US Citizen , my fiance and i are planning to marry in mexico, what can i do to get permission for him to come to the United States after we're married?

You will need to file an I-130 Alien Relative petition for him and then he'll need to consular process to obtain a proper admission. Prior to engaging in a course of action, retain counsel; first to evaluate his eligibility (based on his U.S. immigration history) and two to ensure that as many bumps in the road (that are foreseeable) are removed.

First of all, you should consult an attorney to see if your fiance/future husband can immigrate to USA after the marriage in Mexico. Meaning whether there are any "inadmissibility" issues. Has he ever been in USA? ever been arrested or deported? etc.

After marriage, you will petition for him by filing the form I-130 with the USCIS. When approved, he can apply for an immigrant visa (green card) at the US Consulate in C. Juarez, Mexico.
