Yes. A sponsor can designate you a continuing exchange visitor.

It depends on many issues. First, is your J-1 subject to 212(e). Second, are you currently employed and is the company willing to petition for your. Third, what is your educational background. Fourth, what relatives of yours are present in the U.S. and what status do they possess.
