my fiancee lives in germany... where should we get married in usa or germany.. we will live in usa

If you want to marry in the USA, and you are a USA citizen, you might consider filing a Fiancee visa petition first. When approved, your fiancee can apply for a Fiancee visa. When in the USA, you two can get married within 90 days and apply for her permanent residency (green card).

You can be legally married anywhere. However, your fiancee should not enter the U.S. on the visa waiver program if the primary purpose is intention to marry a U.S. citizen. Thus, it is prudent to file a fiancee petition with the USCIS, and upon approval your fiancee will receive a fiancee visa from a U.S. Consulate in Germany to enable entry to the U.S. for the purpose of marrying you.
