If you are in USA and eligible for adjustment of status and not in removal proceedings, you can file at any time. Of course, it's advisable not to delay, as you might be out of status while waiting to apply for adjustmennt of status after marriage. Please keep in mind that being married to a USA citizen by itself doesn't afford you any legal right to remain in USA.
