I married my husband over 6 yrs ago, is their any chance of submitting his papers i for a wrk permit...or even a temp visa?

No. He cannot apply for a work permit or a temporary visa if he is in USA illegally and you are not petitioning for his residency, AND he is not applying for adjustment of status.
He may not be eligible to apply for adjustment of status if he came to USA illegally without a visa.
How did he come to USA? When? Did someone ever petitioned for him? Did you/his wife petitioned for his residency in the past 6 years? What is his nonimmigrant status (visa)?

The key question is how did he enter the U.S.? If he sneaked across the border, there is nothing that you can do to make him legal.
