Marrying an illegal alien from El Salvador
when a US citizen marries an illegal salvadorean, can that person become a resident? if so how and what are the procedures that should be followed?

If the illegal alien sneaked across the U.S. border without being inspected by a U.S. immigration officer (i.e., no I-94), then there is nothing that you can do to legalize him. On the other hand, if the illegal alien entered the U.S. using a visitor's visa or some other visa and then overstayed his visa, then you can legalize him through marriage without him leaving the U.S.
