Legal Question in Immigration Law in Ohio

I am a petitioner, when I filled out I-130 for my applicant on 04/10/1999, she was a single, but now she was married and have one child. now National Visa Center(NVC) sent me a letter said need to pay my Applicant the Immigrant Visa Processing Fees $400.00. but I want to add my Applicant\'s family members name into her case and can come into U.S.A. together. at this moment, what should I do? Do I just pay my Applicant her own Immigrant Visa Fees $400.00 first or wait for adding family members name then pay the fees together? when is a best time to adding family member name to the Applicant\'s case.

You did not provide enough information. You cannot just pay the fees for other family members without first notifying the NVC and receiving their invoice/bill.

Are you a US citizen? Were you a US citizen when you filed the I-130? If you became a citizen later, did it happen before or after she got married?
