I was wondering about getting green card through marriage is the immigration law still allows that?

Yes, of course that is allowed. However, if you came here illegally, it will not be possible to finalize your green card here, but has to be done in your country, which could be a very difficult process if you have been living here unlawfully for more than a year.

Yes, it is allowed. You will have to prove that this is a bona fide (real) marriage and that you came to USA legally (on a visa), etc etc. If you came illegally, it's likely that you will have to go back to your home country to apply for an immigrant visa instead of applying for adjustment of status (green card) while in USA.
