my tree fell on neighbors property and damaged a car. Who is responsible for car and clean up on their property?

Unless you knew the tree was likely to fall, for example, it was dead, leaning or otherwise damaged, this is an act of God, and you are not responsible. Your neighbor's insurance should cover their damage.
If you knew the tree was likely to fall, and did nothing about it, you are responsible.
