transfering a home with back taxes owed

My husband is trying to transfer a home from his name to his sisters name in Ross county, Ohio. There is back property taxes owed ($800) on the property that were supossed to be her responsibility since she lives there but she will no longer pay them. Now we want to transfer the house and the owed and current property taxes into her name. We have been told that we can do this without her signature and with the taxes to become her responsibility. Is this right? and Do you have any other advice in this matter? Please Help!!!

Your husband can have a deed drafted transferring the property from him to her, sign it, and have it notarized. However, to have it transferred on the county tax records, he must pay the transfer tax. If he does that, and pays the back taxes, he can then sue her for repayment of those funds.
