My moms boyfriend passed away in December after a sudden illness, he had to spend a week in the hospital and have a major surgery wich he did not survive because of this he occured many medical bills, he had life insurance witch was in my moms name and cvovered the funeral expences but not much else he had no assests or property, is my mom responsible for these bills?

Only his probate assets must be used to pay his expenses. Probate assets would be any assets that were in his name and were not joint or had a beneficiary designation.
If you mother recived the life insurance proceeds then she is not required to use that money to pay any of his medical debts unless she signed paperwork agreeing to be the responsible party for his medical bills.
