Legal Question in Criminal Law in Oklahoma

My girlfriend has told me that when she was 15 years old, her mother hit her, and strangled her over a year. This happened 21 years ago. I would like to know if my girlfriend can still press charges on her, and even if she doesn't want to, could I press charges against her mother? And also I would like to know what possible charges this would be classified as.

No person can "press" criminal charges against another person. A person can make a police report. The police report is taken to the DA. The DA then decides whether to file a charge or not in the name of the state. You or your girlfriend could attempt to make a police report, but since the statute of limitations expired about 17 years ago, no case could ever be filed.
