Legal Question in Civil Rights Law in Oregon

My brother was sitting in his car at an Oregon rest stop. It was about 10pm when an Oregon State Trooper walked up and knocked on the passenger side window. He then walked around the car and began questioning my brother. The officer checked the temporary tag on the back window, using a flashlight, and found it was expired. The officer had actually driven past my brother's car but stopped when he saw no one else farther in the parking lot, parked and walked back to my brother's car. Is this legal? My brother wasn't doing anything that would cause suspicion. He was just sitting there.

Yes, it is legal. The police can always check for current registration of the car.
