Civil Compromise
If I say no to a question that asks whether ''I have been charged with, convicted of or plead no contest to'' any criminal offense, when I had a cased dimissed as a civil compromise 25 years ago would I be wrong?

No, you would not be wrong if the old case was in fact a civil and not a criminal case. There is a distinct difference between the two, and the question you pose refers only to a criminal, not a civil, case.
