Legal Question in Immigration Law in Oregon

How does my husband's mother who lives in Mexico legally come visit for a short period of time? What paper work is required? She will not be staying here. She hates the weather, will be going back after maybe... 1 month or so? At the most.

She needs to apply for a Visitor's visa at the USA consulate in Mexico. You don't have to petition for her. She applies for a visa, and if approved, can come as a visitor for up to 6 months at a time.
