Legal Question in Immigration Law in Oregon

If a person coming to the US under the Visa Waiver Program from an eligible country is detained at the Port of Entry (airport), detained for several days and sent back to their Home country, is that considered a deportation.

No, it's not a deportation but a similar act of removal. In the future, he is not allowed to travel to USA on a visa waiver and will need to apply for an appropriate visa, which can be denied.
