are there any S.S.I. benefits available for ex-felons suffering from institutionalization after long prison sentences-i.e. ten years or more

If the "institutionalization" is in a medical form such as depression, anxiety, personality disorder -possibly yes -but it has nothing to do with whether you are in Oregon or anywhere else -SSI is a federal benefit for the poor disabled and aged
