last will & testament
When is a will a matter of public record?

After the person has died and the will is filed for probate. It then becomes part of the court record, which are all public records.
Since a will can be changed until a person dies or becomes incompetent, they cannot become part of the record until the person dies, at which time, they can no longer be changed.
