I want to change the pesonal representative in an existing will, can I cross out the one name and write the other above it, or does the entire secton need to be rewritten and notarized

Changes to a will must be made with the same formalities as the original will, including witnesses. If you write or otherwise mark on the will, it could invalidate the will completely. You will at least need to do a "codicil" to the will changing the personal representative.
