Handicap Parking

My wife has a Temp H/C Placard issued by Chief of Police. Since parking in handicap she is told to use other spaces since these are for Patients. Other employees also park in these spaces. Is this legal for him to tell her to move?

if your wife has a handicapped placard and she is indeed handicapped, she can park in a handicapped space. perhaps i am missing something.
