Is it legal to charge a fee to file legal letters to repair credit for others?

It is difficult to answer your question because you have not provided sufficient detail. If a creditor is charging a fee to clear up a report of a valid dispute to a bill that has been paid, that would be improper. However, if an attorney is being hired on your behalf, a fee is legitimate. There may be other factors that need to be considered. I suggest you consult an attorney.
