Fining/Docking pay of employees for tardiness

My place of employment has started to fine employees $10 for clocking in anything over a minute late. Is this legal? If so, what section of the Pennsylvania labor law restricts this?

You asked about fines for clocking in late.

Generally employers are not allowed to "dock" employees for any amount unless by agreement. Even then, private parties are generally unable to institute punitive fines as a matter of law. Employer's policies also may not have the effect of causing an employee to fall below the legal minimum wage, which it sounds as though this policy may do.

Your employer has many options available to manage time policies. Unfortunately it chose poorly.
