Selling Advertisement

I want to sell advertisement to individuals, advertising their name, to be placed on a race boat for a charge of $25. Their receipt would have two 3 digit numbers on it. These numbers would give them two chances to win money everyday in a particular month. After all winnings are dispersed, and decals(advertisement) are placed on the boat, remaining monies would fund the cost for the race boat to race for an eight race season. A profit is never made from any possible boat race winnings because the cost to race is so expensive.

Example: Cost for advertisement per person---$25.00

Sell 500 advertisements = $12,500.00

Total money give-away = $4300.00

Remaining money to fund boat racing = $8200.00

Is this form of business legal? Can the 3 digit number on the receipt be based on the daily lottery number? What type of wording for the sell of the advertisement would make it appropriate? Sponsorship? Fundraising?

I suggest you contact the attorney general's office or your local district attorney to verify whether they think this is a game of chance. I believe that it might be but need more detail.
