Legal Question in Civil Rights Law in Pennsylvania

What does being ''served''constitute

I recd a certified letter notifying me that a complaint has been filed against me in the court of law. Is this complaint considered served the day I sign for the certified letter or does this have to be hand delivered.

It does not have to be hand delivered, certified mail is proper service.

The Complaint is considered served the day you get it, whether by hand-delivery or certified mail.

I am a California lawyer. Here, in California, personal service is the method required. I do not, however, know if that is the case in Florida.
