changing a price on a car
Price was 32,000, offer made for 30,000. Can the seller ask more than the 32,000 when the same buyer comes back two weeks later and offers the original 32,000?

Yes, unless you paid consideration to the seller for a firm offer. There was no binding contract formed because you made a counter offer which the seller could have rejected and sought other buyers at any price.
