Wedding Programs Printing Quality
We ordered our wedding programs from a local printer, she said she waould do a sample before printing and asked for a deposit and signature on order form. We asked her eight times for a sample, she simply printed all the programs. We never gave a deposit or contarct. When we went to pick up the programs the quality was poor, i.e. light & dark ink, different size margins. We rejected the programs and went to another printer and had them done. She now is threatening court action if we do not pay her for the programs. Does she have a legitimate claim?

If the question is, "can she sue," the answer is usually yes. So be prepared to receive service from the sheriff.
Based on what you wrote, it sounds like the only agreement you had with her was for her to print up samples that you would approve, after which you would make a full order. She didn't do that; she printed a bunch of programs on her own. If you didn't ask her to do that, it's not your responsibility to pay for it.
If she does sue, it will most likely be in small claims court, where most people can effectively defend themselves at the hearing. If for some reason she sues you in the Court of Common Pleas, find an attorney immediately -- there are a number of procedural pitfalls that can catch non-lawyers.
