customer owes me over $200. and will not answer e-mails, letters or any thing, she said she would start paying this past april and will not acknowledge me, I send her a bill every month. She was a friend!!!! But I need my money

If she lives in PA, then sue her in small claims court (district magistrate) if she will not respond to letters in which you made a demand on her for the money.
