can collection agencys refuse if you offer them a smaller amount than they want if you are living on social security and have enough trouble paying your mortage which is half of your ss and regular utiliyys

They do not have to accept anything other than payment in full. That being said, collection agencies are not the most reputable companies in the world. They often pursue claims where they lack sufficient evidence and/or information to collect on the debt. I would not negotiate with them or pay anything until I knew that they had all the evidence that they needed to prove their case against you. They are usually pretty easy to beat in a court of law.
