Legal Question in Criminal Law in Pennsylvania

My husband was falsly accused of .theft in 2009 while working as an EMT. he was working for a sports medic company and was given equipment to keep in his truck for future jobs. he was planning on quitting but couldn't make it to a couple days of work due to his fulltime job. He recieved a letter in the mail and a poice offiicer came to his door claiming someone told them he was planning on keeping the equipment. Everything in the report was not true, and when they went to the magistrates the other party told the judge they would drop ALL the charges if he agreed to give up his EMT licence. He agreed only because he was afraid if he took it to trial he would go to jail for something he did not do and we were just starting our family. Is he able to get his licence back now and what actions do we need to take to do so? The whole situation cries conspiracy and also they dropped the harges but they have on the final report that he was charged with recieving stolen property which makes no sense. Please help us
