Legal Question in Criminal Law in Pennsylvania
I was rear-ended by a man driving a stolen vehicle, who fled the scene. State Police are less than hopeful that he will be located. My vehicle needs repairs that I cannot afford and I only have liability insurance.
I may be able to get a lead on who the perpetrator is, if I can obtain a subpoena for a port authority bus photo. Is there any way to obtain this myself? Alternatively, is there another option to get my car repaired?

So let's say you find the guy. You even get a judgment against him. So what if he has no money or insurance you don't get anything. That why you should carry uninsured/under insured coverage.
