Legal Question in DUI Law in Pennsylvania

My buddy got a dui 21 months ago and he never ears anything about it no letters no points on his license it's like it was never turned in... he just recently got picked up for public intoxication when he go the the ticket it was for public intoxication but he paid the fine and now is getting letters about the dui is there a way to fight that?
