is a person eligible for house arrest on a second dui?

my friend got a dui, which would be the second one. would he be eligible for house arrest? his last one was in 1999, but is believed to be expunged.

There are a lot of variables to sentencing. If he could not get house arrest, he would probably be eligible for weekend service of sentence.
