bio-father has stolen my child

My daughter(15) was taken from my home in Florida and given to her bio-father who took her to Pennsylvania and is continuing to flee to Michigan. He and I were Never married.This father has never been involved in her life,i.e.no visits,no support,etc.. My daughter has always lived with me. He has commited a crime in Florida. What are mother's rights,(Never Married) in Michigan and Pennsylvania with regard to this issue?
