Legal Question in Family Law in Pennsylvania

Name Change

I have a 4 year old daughter with her real fathers last name. We were never married. He hasn't seen her in a year and a half, but pays child support. It is taken right out of his checks. Can I change her name without consent from the real father? What are my rights?
