Explain college payment of property settlement

I was divorced in Sept of 1986. My ex-husband and I both signed off on the property agreement with a HIGHER EDUCATION CLAUSE. Quoting from the agreement "Husband and wife agree and understand that they shall cooperate with each other in making reasonable and appropriate provisions for the continued education of the children past the secondary level, such as college or trade school or its equivalent. the cost of such higher education of the children shall be paid by husband." now he is contesting paying for books, room and board, etc. he has paid for the tuition. how do i get "the cost of such higher education" clarified??? he has had 14 years to save up for this and obviously has not. i did not save lots knowing he was responsible. we have another daughter coming up in three years planning to attend college beside the oldest who just started this sept. i would like it all resolved with the first child. please advise

You need to file an action to enforce the agreement. It sounds as if he is in contempt. Best to consult with an attorney to discuss your options.
