Handicapped girl age 21, very dependent help?

Is it considered unlawful to leave a handicapped individual in a building or structure alone without access outside. Granted there are doorways, but the individual cannot grasp and turn the knob. She is confined to a wheel chair. She is 21 years old and has cereberal palsy. She is often left alone for extended periods of time (6-8 hours). Also, her mental capacity is also very limited and definitely not that of a twenty-one year old. Is there anything the law can do?

The situation that you describe may meet the statutory definition of neglect. If you are a mandatory reporter you are under an obligation to report to the appropriate authorities. If you are not required you may call your county's DHS to file a complaint.
